Cannot Enter Cheats in Sid Meiers Railroads?

I have the intercontinental Expansion pack installed and all the updates, however I cannot seem to get any of the cheat codes to work. I have tried typing them in during gameplay, and I have tried using a chat window, and I've tried Ctrl+X and all the normal methods, but nothing happens, what am I doing wrong? Thx
